PPR and slots at Balkan regional airports: a practical guide

At a major coordinated airport the slot is the thing that matters and everyone knows it. At a regional field in the Balkans, the slot may not exist as a concept at all — and yet you still cannot land without something. That something is usually PPR, and it is worth understanding how it differs.

Three things, often confused

• A slot is an allocation of runway and stand capacity at a coordinated or schedules-facilitated airport, issued by the coordinator.
• PPR is the airport's own permission for a specific movement, issued by the airport, often by email, sometimes by a person.
• A landing permit is the state's permission for the flight, issued by the civil aviation authority, and entirely separate from both.

A trip can hold a valid landing permit and still be refused on the day for want of PPR. It happens more often than it should, usually because the permit came through cleanly and everyone assumed the airport was handled.

Where PPR bites hardest

Regional fields with limited opening hours — Brač, Portorož, Kraljevo, Ohrid, and several of the Romanian and Polish regionals — combine PPR with published hours that can be extended, but only by arrangement and usually at cost. An arrival fifteen minutes after closing is not a late arrival, it is a diversion.

Ask three questions before you file: what are the published hours, can they be extended for this movement, and what notice does the airport need to do it. The third answer is the one that determines your real deadline.

Stand availability is a separate question again

At smaller fields, apron space is genuinely finite. A single based operator or an unserviceable aircraft can remove a third of the available parking. If the trip involves a stay rather than a turnaround, confirm parking for the full duration at the same time as PPR — not on arrival.
