Overflight permits in Central Asia: what actually drives the lead time

Published lead times tell you when to apply. They tell you almost nothing about when you will get an answer. Here is what moves the needle.

Every operator planning a first trip through Central Asia asks the same question: how far ahead do I need to apply? The published answer is usually three to five working days. The useful answer is that lead time is a function of four things, only one of which is the calendar.

1. Completeness of the first submission

The single largest source of delay is a resubmission. An application missing an insurance certificate in the right format, or quoting an AOC that has since been reissued, does not sit in a queue — it goes back to the start of one. Getting the first package right is worth more than applying two days earlier.

  • Operator AOC and operations specifications, current and legible
  • Certificate of airworthiness and registration for the specific tail
  • Insurance certificate showing the required war-risk cover and the state named where it must be
  • Full routing with entry and exit points and requested levels
  • Purpose of flight, stated in the terms the authority uses

2. Whether the flight is commercial or private

Several authorities in the region treat non-scheduled commercial flights on a different track from private non-revenue ones, with different documentation and different scrutiny. Declaring the flight correctly the first time avoids a category change mid-application, which in practice resets the clock.

3. Cargo, and what is in it

Dangerous goods, outsized freight, and anything with a dual-use reading will attract a second review at a different desk. This is not obstruction, it is process — but it is a process measured in days rather than hours, and it is the most commonly underestimated item on the timeline.

4. The local calendar

Public holidays across the region do not align with European ones, and several are set on a lunar calendar that shifts year to year. A three-working-day lead time submitted into a five-day holiday is a nine-day lead time. We keep the regional calendar on file for exactly this reason.

Apply early if you can. Apply completely if you cannot.

What to do when the schedule moves

Revisions are where a relationship with the authority earns its keep. A registration swap or a two-hour timing shift is usually an amendment rather than a new application — but only if it is raised before the original permit is issued against the old detail. Tell your permits desk the moment the schedule is in doubt, not once it has changed.
